Cabinet members serve at the Governor's discretion and together form a constructive advisory board in assisting the Governor's in running the affairs of state, with reporting duties based on their respective agencies. Currently, the Governor’s Cabinet is comprised of Secretaries and Directors of nearly thirty agencies each of whom deal with particular issues the Governor deems as an important part of the overall health of our state and its people.

Roy Soto, Secretary
Department of Information Technology
Governor Bill Richardson named Roy Soto as Cabinet Secretary for the Department of Information Technology in 2007. Soto also serves as both Chief Information Officer. The Chief Information Office merged with the Information System Division and Communications Division of the General Services Department to create a new cabinet-level department that same year.
Roy Soto has over 30 years of experience in both the public and private sectors. He has served as the state’s Chief Information Officer since 2004 and has been confirmed by the New Mexico Senate. He has served as Deputy Secretary for Corrections, Deputy Commissioner of Public Lands and Deputy Secretary of Department of Labor. For 10 years he was Vice President of RLR Resources, providing IT management consulting and strategic human resources consulting to corporations worldwide. He also served as Board Chair and member of the Board of Directors of the Albuquerque Family Health Center, and President of the APS Westside Advisory Council.
