Division Director II

Teaching, Learning, and Assessment

Purpose:

The Division Director will work in the office of the Deputy Secretary for Teaching, Learning, and Assessment (TLA) to provide constituent outreach and services in key strategic areas to include:

  1. K-12 student and teacher success related to academics, high school graduation, assessment, and learning management and
  2. educator preparation and licensure related to educator success.

How does the job get done?

Strategic Initiatives:

  • Partner with the Division Director of Education Quality and Ethics to develop, refine, and monitor systems in the Licensure Bureau utilizing a continuous improvement cycle.
  • Partner with the Director of the CCRB to develop systems for graduation requirements, course code development and providing technical assistance to the field.
  • Collaborate with the Deputy Secretary and all TLA directors to assure strategic alignment across bureaus and divisions.
  • Develop systems for communication and accountability for the TLA Leadership Team aligned to the agency strategic plan and the Martinez Yazzie consolidated lawsuit.
  • Partner with staff in other PED directorates to develop and implement agency-wide strategic initiatives aligned to the PED strategic plan.
  • Develop and refine a system for tracking professional development initiatives including a system for stakeholder input into offerings and feedback after participation.

Leadership and Managerial Support (20%)

  • Represent the Deputy Secretary at meetings and events in his or her absence.
  • Lead special projects in the TLA division as assigned.
  • Serve as a member of the Teaching Learning and Assessment Leadership Team.
  • Serve as a member of the PED Executive Leadership team.
  • Support the Deputy Secretary in conducting interim and annual performance evaluations for Directors within the directorate.
  • Support the Deputy Secretary in providing coaching and leadership development for Directors within the directorate.
  • Monitor, for alignment to strategic objectives, and track all IGAs, contracts, award letters within the Division of Teaching, Learning, and Assessment.
  • Collect and engage in research regarding data and educational-based evidence-based practices and develop/refine presentations, reports, grants, contracts, RFAs/RFPs, etc.

Programmatic Management (25%)

  • Oversee provisions for high school graduation requirements, STARS course codes, and course development including day-to-day support for all TLA bureaus and CCRB, and guidance to the field on credit attainment and course development
  • Guide TLA Bureaus in developing, reviewing, approving, and providing guidance to the field for flow through funding and SEG funding.
  • Support the Directors in developing technical assistance and capacity building support for schools receiving funding under the directorate.
  • Coordinate with the agency Managing Director and Policy team.

Financial Oversight (20%)

  • In partnership with the Business Operations Specialist for Teaching, Learning, and Assessment, prepare monthly financial reports for the Deputy Secretary to track expenditures and ensure that funds are being spent down in a timely manner.
  • Serve as the directorate’s primary liaison to Finance and Operations to ensure that award letters and requests for reimbursement are processed in a timely manner.
  • Partner with bureau/division directors to develop standard operating procedures and a training for award letters and requests for reimbursement.

 

Who are the customers?

  • The Division Director II for School Transformation and Innovation has three primary customers:
  • K-12 school, district, and charter school leaders throughout the state of NM;
  • Pre-service and In-service Educators across the state of NM;
  • Bureau/Division Directors and staff within Teaching, Learning and Assessment Directorate;
  • Deputy Secretary for Teaching, Learning and Assessment; and
  • ECECD, HED, and College of Education Faculty

Ideal Candidate will:

  • Have direct experience leading k-12 academic programming including curriculum development, standards development, educator preparation and development, and supervision of educational systems/employees.
  • Have a deep understanding of the factors that impede success and support positive outcomes for the student groups named in the Martinez and Yazzie consolidated lawsuit: students with disabilities, English learners, Native American students, and economically disadvantaged students.
  • Be flexible and adaptable and have excellent research, writing, strategic planning, data analysis, and interpersonal skills with a customer service, teamwork-oriented attitude.
  • Be comfortable and competent with multi-tasking and producing excellent work product in a fast-paced environment.
  • Have a strong understanding of education issues and a familiarity with the research on curriculum & standards implementation/development and educational innovation.
  • Have experience in coaching professionals to improve performance.
  • Be an effective project manager; and
  • Effectively work across divisions and bureaus, identifying and capitalizing on opportunities to break down silos and forge meaningful collaboration.

Minimum Qualification

Candidates should possess:

  • Ten (10) or more years working in one or more of the following fields:
    • K-12 education, with recent experience in education administration
    • Educational policy preferably in a discipline involving education, social services, or government policy
    • Educational administration, preferably in a position involving strategic planning, continuous improvement, organizational development, people management, and/or data analysis
  • Eight (8) or more years of experience managing staff.
  • A Master’s Degree or higher in education, education leadership, business administration, the social sciences, public policy, or a related field.
  • A demonstrated commitment to diversity, equity, inclusion, and student success, as well as working with broadly diverse communities.

Employment Requirements

Must possess/obtain and maintain a valid New Mexico Driver’s License.

Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT), extensive computer and phone usage. Some sitting, standing, bending and reaching may be required.
